Dangerous goods refer to dangerous goods that belong to category 1-9 according to international classification standards. It is necessary to choose ports and airports qualified for the import and export of dangerous goods, use logistics companies qualified for the operation of dangerous goods, and use special vehicles for dangerous goods and other means of transport for loading and transportation.

Announcement of the General Administration of Customs No.129, 2020 "Announcement on Relevant Issues Concerning Inspection and Supervision of Import and Export Dangerous Chemicals and Their Packaging" Import and export dangerous chemicals shall be filled in, including the dangerous category, packaging category, United Nations dangerous goods number (UN number) and United Nations dangerous goods packaging mark (packaging UN mark). It is also necessary to provide the Declaration of Conformity of Import and Export Hazardous Chemicals Enterprises and the Chinese hazard publicity labe.

Originally, import enterprises had to apply for the classification and identification report of dangerous goods before import, but now it is simplified to a declaration of conformity. However, enterprises should ensure that hazardous chemicals meet the mandatory requirements of China's national technical specifications, as well as the rules, treaties and agreements of relevant international conventions.

Import and export of dangerous goods belong to the legal commodity inspection goods, which must be indicated in the content of inspection declaration when customs clearance is made。In addition, the export of dangerous goods should not only use packaging containers that meet the requirements, but also apply to the customs, and obtain dangerous package certificates beforehand. Many enterprises are punished by the customs because they fail to provide dangerous package certificates by using packaging materials that meet the requirements.

● When the consignee or its agent of imported dangerous chemicals declares customs, the items to be filled in shall include the dangerous category, packing category (except bulk products), United Nations dangerous goods number (UN number), United Nations dangerous goods packing mark (packing UN mark) (except bulk products), etc., and the following materials shall also be provided:
1. “Declaration on Conformity of Enterprises Importing Dangerous Chemicals” See annex 1 for style
2. For products that need to be added with inhibitors or stabilizers, the name and quantity of the actually added inhibitors or stabilizers should be provided
3. Chinese hazard publicity labels (except bulk products, the same below) and samples of safety data rate in Chinese version

● When the consignor or agent of export dangerous chemicals applies to the customs for inspection, he shall provide the following materials:
1.”Declaration on Conformity of Enterprises Producing Hazardous Chemicals for Export” See annex 2 for style
2.”Inspection Result Sheet of Outbound Goods Transport Packaging Performance”(Bulk products and international regulations exempt the use of dangerous goods packaging except)
3.Classification and identification report of hazard characteristics.
4. Samples of public labels (except bulk products, the same below) and safety data sheets (SDS), if they are foreign language samples, the corresponding Chinese translations should be provided.
5. For products that need to be added with inhibitors or stabilizers, the name and quantity of the actually added inhibitors or stabilizers should be provided。

● Import and export enterprises of hazardous chemicals shall ensure that hazardous chemicals meet the following requirements:
1. Mandatory requirements of China's national technical specifications (applicable to imported products)
2. Relevant international conventions, rules, treaties, agreements, protocols, memoranda, etc
3. Import national or regional technical regulations and standards (applicable to export products)
4. Technical specifications and standards specified by the General Administration of Customs and the former AQSIQ

Matters Need Attention

1. Special logistics for dangerous goods should be arranged.
2. Confirm the port qualification in advance and apply to the port of entry and exit
3. It is necessary to confirm whether chemical MSDS meets the specifications and is the latest version
4. If there is no way to guarantee the correctness of the declaration of conformity, it's best to make a classified appraisal report of hazardous chemicals before import
5. Some ports and airports have special regulations on a small amount of dangerous goods, so it is convenient to import samples.
