New foreign trade regulations in August

1.China implements temporary export control on some UAVs and UAV-related items. 
The Ministry of Commerce, the General Administration of Customs, the National Defense Science and Technology Bureau and the Equipment Development Department of the Central Military Commission issued an announcement on the export control of some UAVs.
The announcement pointed out that according to the relevant provisions of the Export Control Law of People’s Republic of China (PRC), the Foreign Trade Law of People’s Republic of China (PRC) and the Customs Law of People’s Republic of China (PRC), in order to safeguard national security and interests, with the approval of the State Council and the Central Military Commission, it was decided to implement temporary export control on certain unmanned aerial vehicles.
 
2.China and New Zealand origin electronic networking upgrade.
Since July 5, 2023, the upgraded function of “China-New Zealand Electronic Information Exchange System of Origin” has been put into operation, and the electronic data transmission of certificates of origin and declarations of origin (hereinafter referred to as “certificates of origin”) issued by New Zealand under the Regional Comprehensive Economic Partnership Agreement (RCEP) and the China-New Zealand Free Trade Agreement (hereinafter referred to as “China-New Zealand Free Trade Agreement”) has been fully realized.
 Prior to this, China-New Zealand preferential trade origin information exchange only realized the networking of certificates of origin.
After this announcement, support was added: China-New Zealand preferential trade “declaration of origin” electronic networking; Networking of certificates of origin and declarations of origin between China and New Zealand under RCEP Agreement.
After the certificate of origin information is networked, customs declarers do not need to pre-enter it in the declaration system of origin elements of China electronic port preferential trade agreement.
 
3.China implements CCC certification management for lithium-ion batteries and mobile power supplies.
The General Administration of Market Supervision recently announced that CCC certification management will be implemented for lithium-ion batteries, battery packs and mobile power supplies from August 1, 2023. Since August 1, 2024, those who have not obtained CCC certification certificate and marked certification mark shall not leave the factory, sell, import or use it in other business activities.
 
4.The new EU battery regulations came into effect.
With the approval of the Council of the European Union, the new EU battery law came into effect on July 4th.
According to this regulation, starting from the autocorrelation time node, new electric vehicle (EV) batteries, LMT batteries and industrial batteries with a capacity of more than 2 kWh in the future must have a carbon footprint statement and label, as well as a digital battery passport to enter the EU market, and relevant requirements have been made for the recycling ratio of important raw materials for batteries. This regulation is regarded by the industry as a “green trade barrier” for new batteries to enter the EU market in the future.
For battery companies and other battery manufacturers in China, if they want to sell batteries in the European market, they will face more stringent requirements and restrictions.
 
5.Brazil announces new import tax rules for cross-border online shopping
According to the new import tax regulations for cross-border online shopping announced by the Brazilian Ministry of Finance, from August 1st, orders generated on cross-border e-commerce platforms that have joined the Pakistani government’s Remessa Conforme plan and the amount does not exceed US$ 50 will be exempted from import tax, otherwise 60% import tax will be levied.
Since the beginning of this year, the Pakistani Ministry of Finance has repeatedly stated that it will cancel the tax exemption policy for cross-border online shopping of $50 or less. However, due to pressure from all parties, the Ministry decided to strengthen supervision over major platforms while maintaining the existing tax exemption rules.
 
6.There has been a major adjustment in the exhibition area of the Autumn Fair.
In order to promote the innovation and development of the Canton Fair and better help stabilize the scale and optimize the structure of foreign trade, the Canton Fair has optimized and adjusted the exhibition areas since the 134th session. The relevant matters are hereby notified as follows:
1. Transfer the building and decoration materials exhibition area and bathroom equipment exhibition area from the first phase to the second phase;
2. Transfer the toy exhibition area, baby products exhibition area, pet products exhibition area, personal care equipment exhibition area and bathroom products exhibition area from the second phase to the third phase;
3. Divide the construction agricultural machinery exhibition area into construction machinery exhibition area and agricultural machinery exhibition area;
4.the first phase of the chemical products exhibition area was renamed as the new materials and chemical products exhibition area, and the new energy and intelligent networked automobile exhibition area was renamed as the new energy vehicle and smart travel exhibition area.
